Abstract
The mandate of Law No.32 /2002 concerning, "Broadcasting", related to the support of 10 percent local content broadcasts is deemed not to have been fulfilled by various national television media operating in Riau Province. The study aims, first, to explain the support of national television media to develop local content broadcasts in Riau Province. Second, explaining the main constraints of national television media to support local content broadcasts in Riau Province. This study uses Political Economy and Media Communication as its theoretical framework. A qualitative approach with descriptive analysis method is used in this study. The results of the study conclude, first, that the main factor that has not fulfilled the 10 percent prerequisite for media support for local content broadcasts is that, in addition to policy factors related to local content that were only issued early in 2018 through regional [local] regulations, a centralized broadcast program also influenced it. Secondly, the main constraints that have not yet fulfilled the support of the provision of 10 percent of local content broadcasts, among others, the media generally still prioritize business interests, have not received the support of local governments, and the response of local communities also not maximized.
