Department of Public Administration, Faculty of Administrative Science, Universitas Brawijaya

Abstract

Memorandum of Understanding (MoU) is an important component in ensuring and protecting the sustainability of Indonesian female domestic workers in Malaysia. The absence of the MoU encourages the researchers to conduct further investigation. Therefore, this study aims to describe the process of the agreement and the step that was conducted as well as the actors involved to the agreement process. In addition, this study also aims to analyze the cause affecting the absence.
The study relied heavily on qualitative research method. Consequently, the primary data was generated from semi-structure interview and documentation. Ministry of Manpower and National Agency of Placement and Protection of Indonesian Worker were the main respondents of this study.
The result showed that there are three steps in the agreement process including negotiation, signature, and ratification. Currently, the step was stagnant in the negotiation. The lack of synergy between domestic actors becomes obstacle to the agreement. In addition, the leadership change in Malaysia also prevented the holding of negotiation. This study can provide an overview of the current condition that will minimize misunderstanding.

Abstract

Television is one of the favourite sources of entertainment and information for the people in Indonesia, in addition to the internet. Hence, television can be used as an effective instrument for the government to carry out extensive socialization program. The purpose of this study is to analyse the implementation of tax socialization by the Directorate General of Taxation (DGT) via television, includes urgency and obstacles. Qualitative research was conducted with in depth interview and literature study as data collection technique. As the result, since there is a low level of tax knowledge among the community (especially the lower middle class), which affects the low level of public tax consciousness, the implementation of broad tax socialization through television media is important because the amount of human resources in DGT is limited to direct socialization. However, the biggest obstacle for DGT is the limited funds to conduct tax socialization through television. Supposedly, the government (DGT) and the television media sector can work together further to be able to realize tax dissemination widely and evenly at an efficient cost.

Abstract

Public sector innovation has been a hot topic of discussion. The traditional approach to public sector management has failed to solve the increasingly complex problems and we must not rely solely on the government role. This paper claims that inclusive innovations are needed for the actors to perform collaboration. This is marked with paradigm shift in public administration which encourages collaborative innovation. This new approach is believed to serve as a solution to resolving complex problems. At the same time, digital ecosystem allows the government, private sector, society and non-profit organizations to collaborate. This paper outlines the research findings on digital collaborative innovation on poverty reduction in Bandung city. The findings indicate that digital ecosystem can serve as a complementary arena that is more flexible for a collaboration process, but can not yet serve as a substitutional arena for direct collaboration. It is expected that this paper will shed light on further research direction.

Abstract

This study aims to analyze the understanding of the women in the community to the smoke-free policy and investigate the potential transformation leverage to increase the effectiveness of the policy.
This study is participatory action research that combines qualitative and quantitative data. This research conducts a focus group discussion and socialization with the active role of the targeted community. The researchers in this study play a role as consultants to the community.

This study identifies the current status of the support or conflict of the community and potential transformation leverage to achieve a smoke-free environment. The result indicates that all women in the targeted community understand the urgency of the smoke-free policy. All of the participants are the secondhand smokers that have high motivation to solve the problem and save their family members from the danger of the tobacco-use. This result supports the current finding which found that women and children are the most vulnerable group as the secondhand smokers.

To attain a smoke-free environment, women play an essential role in controlling tobacco-use and preventing their family member from being the secondhand smokers. This finding indicates that even though in national level the majority of smokers are male but the risk of women in tobacco use danger is also high because they prone to be the passive smokers. Therefore, the smoke-free policy needs to increase the understanding of the people both male and female related to the danger of tobacco use and involve them to change people perspective about the urgency of the smoke-free environment as a social and moral obligation than a personal need.

Faculty of Administrative Science, Universitas Indonesia

Abstract

There is too little attention has been paid to analyse allocation function of taxation from the perspective of gender based budgeting. Taxes as the largest source of state revenue should ideally consider the issue of gender equality both in the allocation of state revenues and in carrying out regulatory functions. To implement the regulatory function, earmarking tax instrument can be used to allocate state revenues for certain expenditures in attaining certain interests that are expected by the government, which is applied to cigarette tax collection. This study aims to analyse the earmarking tax collection on cigarette taxes in the gender based budgeting perspective. This study uses a qualitative approach with literature studies, article reviews, and in-depth interviews as data collection methods. The results of the study show that the implementation of earmarking tax on cigarette taxes has not paid attention to the aspect of gender based budgeting. The implementation of earmarking tax has not run well due to different interpretations between stakeholders involved both at the central and regional government levels. The allocation of cigarette tax revenues tends to be equated with other state revenue allocations without paying attention to the concept of earmarking tax itself. In addition, in its formulation, the earmarking tax policy on cigarette taxes has not specifically addressed gender aspects in its application, for example the issue of women and children who experience the most negative effects of cigarettes as secondhand/ third hand smoker.

From 535 fixed candidates, devided to 190 women (35.51%) and 345 men (64.49%). In legislative, there are 6 seats (12%) for women and 44 seats (88%) for men. It is unproportional and unhealthy condition in democartical process

The women candidat is very minim (12%), because affirmative application just only to meet the quota, using the closed system in recruitment because there are strong otoritarian/patriarchal system in the party and majority they are not from party cadres.
